A New United Nations Report out on Corals in The Caribbean, Red Sea, Indian Ocean & Pacific

WHEN THE UNITED NATIONS releases a major status report on coral reefs, it deserves attention. But this latest assessment deserves more than that. The chapter on tropical and subtropical coral reefs in the Third World Ocean Assessment was written by a 23-member international team of respected coral reef scientists and specialists, including experts in reef ecology, climate impacts, restoration, fisheries, biodiversity, and management. That breadth matters. This is not a single-author opinion piece or a regional snapshot. It is a global synthesis produced through one of the world’s most credible multilateral scientific processes, and its message is blunt: coral reefs are still declining, the pace of disturbance is increasing, and the time between major stress events is no longer long enough for many reefs to recover.
For dive professionals, that should land hard. Reefs are not only the foundation of marine biodiversity; they are also the operating platform for much of the global dive economy. The UN chapter notes that coral reefs support approximately 25 percent of marine life and support about 1 billion people across more than 100 nations. It also estimates the value of reef goods and services at $2.7 trillion, including shoreline protection, tourism, food security, and livelihoods.
In other words, this is not just an environmental story. It is a business continuity story for dive operators, resorts, training agencies, liveaboards, underwater photographers, and the coastal communities that rely on reef tourism.
The report identifies the same major pressures we already know well, but it makes clear that they are now compounding with increasing force. Rising ocean temperatures associated with climate change remain the dominant global driver, bringing more frequent and more severe marine heatwaves and mass bleaching events. But the damage does not stop there.
Coastal development, pollution, sedimentation, overfishing, coral harvesting, ocean acidification, disease, altered salinity, freshwater flood events, and low-oxygen conditions are all stacking the deck against reef survival.
For industry readers, one phrase in the chapter should stand out: recovery windows are shrinking. That may be the report’s single most important operational reality. After past disturbances, reefs often had time to recover and rebuild some ecological capacity before the next major stress event. Heatwaves, disease outbreaks, and severe storms are arriving so frequently that many reef systems are being pushed from recovery into chronic decline.
And the degradation is not only about lower coral cover. The UN authors emphasize declines in habitat complexity, biodiversity, and reef-associated fauna. That matters enormously to the dive trade. A reef can still look eminently ‘divable’ to a recreational diver – or even a professional – yet, functionally, it may already have lost much of the structural complexity, species diversity, and ecological integrity that once made it exceptional.
The regional examples in the chapter bring the crisis into sharper focus: in the Caribbean, the report documents one of the most dramatic long-term reef declines on Earth. Coral cover has fallen by more than 80 percent since systematic monitoring began in the 1970s, according to the studies cited in the chapter. The region was then hit again by the 2023 thermal stress event, which began earlier than usual and delivered two to three times the heat stress of previous events. In the Cayman Islands, about 80 percent of corals either bleached or showed signs of mortality, and 54 percent were dead by the final survey. Perhaps even more troubling for those of us who work in the water, the Caribbean is also undergoing a community shift away from major framework builders such as staghorn and elkhorn corals (Acropora) and star corals (Orbicella and Montastrea) toward more stress-tolerant corals like lettuce (Agaricia), mustard hill (Porites), and starlet corals (Siderastrea). Add the spread of stony coral tissue loss disease since 2014, including local extinctions of some species in the Florida Keys, and the region becomes a textbook example of cumulative decline.
In the Red Sea, long considered a potential thermal refuge for some coral populations due to their historical heat tolerance, the picture is no longer reassuring. The chapter reports that reefs in the central and southern Red Sea have declined by as much as 45 percent, with some locations, such as Al Lith, Farasan Banks, and the Farasan Islands, where coral cover dropped from more than 40 percent in 2014 to less than 5 percent by 2018. The key takeaway for dive businesses is that even places once viewed as safer bets are now showing severe regional stress.
In the Indian Ocean, the report highlights sharp contrasts that underscore the importance of local conditions, but not in a comforting way. Reefs in the Mozambique Channel and southwestern Madagascar are described as showing surprising resilience, while those in Kenya, Seychelles, and Tanzania have experienced severe degradation. That contrast is important for destination managers and dive professionals: local management still matters, water quality still matters, and fisheries management still matters, but resilience is uneven and can no longer be assumed, even within the same ocean basin.

In the Pacific, the assessment carefully avoids oversimplification. Some studies show relative stability in coral cover over the past decade, while others report accelerating losses. That apparent contradiction is itself a warning. Stable cover can mask major changes in community composition and function. The chapter highlights Malaysia, where 50.7 percent of corals bleached in 2024 and 34.1 percent later died, with northeastern peninsular reefs particularly affected. It also cites the Great Barrier Reef, where a slight increase in reported hard coral cover in early 2024 was followed by the 2024-2025 bleaching event. At One Tree Reef, 80 percent of monitored coral colonies bleached, 53 percent died shortly after, and 95 percent of assessed Acropora colonies collapsed. Protected status and offshore location did not prevent heat-driven mortality.
That last point is crucial for our industry. We have long promoted remoteness, protection status, and low local impact as buffers against reef decline. They help and still matter, but the UN chapter makes clear they are not enough when thermal stress reaches extreme levels. This makes NOAA’s recent announcement that Earth has entered what may be the strongest El Niño ever on record especially troubling.
The report acknowledges ongoing conservation, restoration, and regeneration work worldwide. It discusses resilience-based management, improved monitoring, cryopreservation, biobanking, assisted evolution, assisted gene flow, improved fisheries governance, and stronger marine protected areas. It also notes that marine protected areas (MPAs can increase fish biomass, improve ecosystem resilience, and enhance recovery potential, but only when they are well designed and properly managed.)
That is the good news. The harder truth is that the same chapter repeatedly warns that most current interventions remain local, difficult to scale, and vulnerable to being overwhelmed by climate-driven heat stress. The authors explicitly state that the future of coral reefs depends on aligning local protection with global emissions policy. They also conclude that if the planet’s carbon footprint is not significantly reduced, coral reefs “of the kind seen today will almost certainly cease to exist.”
For the dive industry, that means our role is broader than teaching buoyancy, installing moorings, or supporting reef cleanups, important as those activities are. We should absolutely keep doing the local work: reducing direct impacts by divers, supporting science, backing smarter fisheries rules, improving runoff control, helping enforce marine protected area regulations, and investing in evidence-based, locally appropriate restoration. But we also have to stop pretending that local resilience work alone can save coral reefs.
It cannot. Here is the call to action for our industry: speak plainly and honestly, act locally, and advocate globally. Dive professionals are among the few who witness reef change unfold in real time, season after season, site after site. That gives us both credibility and responsibility. We need to use our voices with customers, destination managers, tourism boards, policymakers, and our own trade networks to say, without ambiguity, what the science now says: without serious action on climate change, local resilience efforts will ultimately be insufficient. Local action can buy time. It cannot buy a future on its own. The future of coral reefs, and of every business built around them, depends on reducing greenhouse gas emissions before the recovery window closes for good.
