Rubelis Publishes Open Methodology and Educational Standard for Post-Certification Diver Development

FOR IMMEDIATE RELEASE: TALLINN, Estonia – 2 October 2026 – Rubelis OÜ has published an open educational methodology and a formal private-sector standard to support its approach to post-certification recreational diving education.

Rubelis Beyond is a paid post-certification education programme for certified divers. It is designed to sit alongside existing certification and practical training, not replace them. The programme focuses on observation, situational awareness, interpretation, anticipation, judgment and reflective learning – areas that often continue to develop through experience after a diver has learned the core knowledge and practical skills required for certification.

The flagship Beyond Diver programme is a 12-module, reading-based learning experience for certified divers. According to Rubelis, the purpose is not to introduce new ascent procedures, decompression rules or operational privileges, but to help divers examine how they notice information, interpret changing conditions, make decisions and reflect on their own underwater behaviour.

To make the educational architecture open to scrutiny, Rubelis published The Rubelis Beyond Educational Framework, Version 1.1, on 18 September 2026. The DOI-registered methodology defines a learning process built around observation, interpretation, anticipation, decision-making and reflective learning.

Rubelis also published RBSA 1001:2027 – Rubelis Standard for Situational Awareness Education in Recreational Diving on 20 September 2026. The standard translates the framework into requirements covering programme design, learning outcomes, assessment, governance, quality assurance and the control of public claims. It is a Rubelis private-sector educational standard, not an ISO, EN or EVS standard, and it does not represent governmental approval, accreditation or endorsement by another standards body.

“The diving industry is very good at teaching essential knowledge, procedures and practical skills,” said Taylan Kırali, founder of Rubelis OÜ and a diving instructor. “The question we are exploring is what continues to develop after certification. Two divers can hold the same qualification and still differ greatly in what they notice, how early they recognise change, how they interpret a buddy’s behaviour and how thoughtfully they review their own decisions. We want that part of development to be discussed more openly and examined more critically.”

Rubelis says its aim is to contribute to a wider industry conversation about diver development without positioning reading-based education as a substitute for time in the water, professional instruction or agency standards. The company has also opened its programme and published framework to independent external scrutiny and encourages critical evaluation of its assumptions and limitations.

For dive retailers, instructors and training professionals, the project raises a practical question: should continuing diver development be measured only through additional qualifications and logged dives, or can observation, situational awareness and reflective learning be developed more deliberately as well?
